Add milk, cocoa powder, sugar, cinnamon, vanilla extract, espresso powder, and chili powder to a medium saucepan. Heat over medium heat until simmering. Do not let the milk boil.
Add the chopped chocolate to the saucepan and whisk until it melts.
Pour into mugs and serve with marshmallows, chocolate shavings, and a cinnamon stick.
